Many of us do it. We live an Old Testament existence in a world of New Testament promises. I guess Law will always appeal to our flesh more than Grace. So we go along mistaking the physical lesson of the Old Testament for the spiritual truth of the New Testament.
This is the "2nd Law" (actually just a repeat of the first.) The new generation needed it reviewed to them b/c they were about to face some new enemies and new struggles. The Lord knows we are forgetful - this book is full of reminders... don't forget God, His promises, your salvation, etc.
The Day of Atonement (aka: Yom Kippur) - each year, on one single day, the high priest was able to access the Holiest Place (to sprinkle blood on the mercy seat). On this day a priest would place all of the sins of all the Hebrews onto a goat and send him into the wilderness... the scapegoat. (Read about this day in ch. 16)
